The hood can be used to block out rain and wind, however it's not waterproof. It's a single stroller, but you can add their Comfort Wheeled Board (not included) to give your child a bit of leg room. The bassinet took around 20 minutes to set up and it took about the same amount of time to convert it into an actual seat.
